Report about the January 2001 terrorism and al-Qaeda briefing by the Clinton administration (Sandy Berger and Richard Clarke) to the new Bush people (Condoleezza Rice and Stephen Hadley), outlining their plan to "roll back" al-Qaeda, breaking up their cells, cutting off their financial support, and increasing covert action in Afghanistan to eliminate their sanctuaries. The plan wasn't endorsed by the Bush principals until September 4, 2001.
