Public property is property which is owne by a government or community, as opposed to private property, which is owned by non-government parties such as individuals, groups, or corporations. In many republican democracies, "public property" is said to be owned by the people as a commons. (In other types of state, such property is said to be owned by the "state" or the "crown".)
