The Texas Enterprise Fun is a business incentive fund that was created by legislation in 2003. The fund, which had an initial $295 million investment, is used for insuring the growth of Texas business. One of Texas’ most competitive recruitment tools, these funds are used primarily to attract new business to the state or assist with the substantial expansion of an existing business as part of a competitive recruitment situation. Although proponents of the Fund argue that the economy of Texas has seen large amounts of growth in new jobs, industries, and the expansion of businesses since the fund was created, there is little reason to believe that the Fund has played a major factor in statewide growth. In fact, only a small number of selected projects have benefited from this politically controversial fund.
